Graduation assignment: Fonto Review duplicate recognition

Fonto Review is a tool where people can leave comments and proposed changes on documents. This is used in, for example, the standardization market by ISO and IEC. When a draft of a standard is written, it's sent out for review to all member countries. This can be up to ~100 member states! Each member asks their expert citizens to read through the draft and leave feedback. All these reviewers don't necessarily see the feedback another expert left, and countries don't see each other's feedback either. As you can imagine, these experts think alike, and similar comments may be left. We're talking about thousands of comments here, where manual recognition of these duplicates is cumbersome.

We would like you to do research on what we can do to automatically suggest whether comments or proposals are duplicates. Use AI, Machine Learning, Natural Language Processing and all kinds of other buzzwords and tech to crack this nut.
